PUBLIC HEALTH NURSE III

The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.

Assesses patient condition, environment and social adaptability to determine the need for Public Health services.

Plans the care of the patient in a systematic, coordinate approach for intervention with appropriate verbal or written communication with a licensed physician.

Develops health related goals with patient and family utilizing the nursing process with appropriate nursing/medical diagnosis; teaches/demonstrates self care procedures; evaluates responses to plans established and determines modifications.

Establishes and maintains current clinical records for each patient.

Coordinates and directs program services in the home provided by Home Care Aides, physical therapist and other programs as appropriate.

Participates in the planning and coordination of various public health clinics in order to prevent communicable disease and promote health awareness.

Experience working with computers (word programs and data entry)

Provides blood pressure screenings, performs TB testing, administration of children and adult vaccinations as appropriate, maintains records, and follows up with appropriate agencies, audits and other quality improvement activities.

Provides program promotion, education and teaching in such areas as maternal and child health, nutrition, disease prevention, communicable disease control, aging and mental health.

Prepares and submits various patient and operational reports.

Attends staff meetings, workshops and continuing education to enhance nursing skills.

Able to work beyond hours of operation when a public health emergency occurs within the community or upon the request of the emergency manager for support in a County emergency.

KNOWLEDGE, SKILLS, PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM THE ESSENTIAL JOB FUNCTIONS:

Current licensure as a Registered Nurse by the Iowa Board of Nursing. 

Motor vehicle operator’s license.

Valid CPR Certification.

Legal resident of the United States

Compliant with agency immunization policy.

Pass criminal background check, child and adult abuse check per agency policy.

Proof of vehicle insurance per Wapello County policy.

Proof of Child Neglect/ Abuse and Adult Neglect/Abuse Training every five years.

Work involves frequent activity , walking, standing, bending, stooping, kneeling, reaching (vertical and horizontal), lifting and moving bed ridden clients, lifting and moving non-bedridden clients, using fingers, hands, feet, legs and torso in providing various care services, drive automobile and use the medical and related equipment of nursing profession. 

Proficient in basic mathematics (addition, subtraction, division and multiplication).

Well organized, memory for details, ability to work independently.  Proficient in the ability to carry out appropriate treatment and rehabilitation strategies.  Respect the requirement for confidentiality.  Read and write, follow written and verbal instructions.  Keep accurate and legible client records. Provides guidance and assistance to the Health Care Team.

Provides educational programs promoting good health care for clients, client families,

and the community, developed and implemented to meet the needs.

Must have own transportation and own liability insurance in the amount of $100,000/300,000 body injury and $50,000 property damage.

TYPICAL PHYSICAL DEMANDS:

Requires full range of body motion, including handling and lifting patients, manual and finger dexterity, eye-hand coordination, depth perception.  Requires standing, walking, sitting, climbing steps, stooping, kneeling, crouching, and operating a motor vehicle on a regular basis within any given work day.  Occasionally lifts and caries items weighing up to 50 pounds. (This position is classified as a Medium Work in the Dictionary of Occupational Titles.) Requires corrected vision and hearing to normal range.  Requires working under stressful conditions or working irregular and long hours.

Requires frequent exposure to communicable diseases, toxic substance and other conditions common to a clinic environment. In addition there may be occasional exposure to pests (such as: rodents, cockroaches, snakes and etc.), domestic animals

(such as: cats that scratch and dogs that bite), and other in home adverse environmental conditions.  Require operation of a motor vehicle before, during or after adverse weather conditions have occurred.  Must be able to wear N-95 mask for long periods of time.
